French journalist, Sébastien Farcis on Thursday claimed that he was “forced to leave” India and forbidden from covering the 2024 general elections after the Ministry of Home Affairs refused to renew his permit, the second such claim in four months by a journalist from France.
Farcis, a correspondent for Radio France Internationale and other major French media sources, made the statement on the social networking site X, expressing disbelief at the surprise denial.
Farcis, who is married to an Indian national and holds Overseas Citizen of India (OCI) status, had been living and working in India but required a specific visa for journalistic activity. Despite his long-term residency and professional credentials, his normal journalist permit extension was denied in March, forcing him to depart the country earlier this week.
After 13 years working as a correspondent in India, the authorities have denied me a permit to work as a journalist. I have thus been forced to leave the country.

“This work ban comes as a big shock,” Farcis said from Paris. “It was transmitted to me on the eve of the Indian general elections, the world’s greatest democratic elections, and so I was barred from covering them.
Farcis stated that despite official and repeated questions, he received no explanation for the denial. Due to the refusal to grant him a fresh work visa, he has been unable to practice his trade, forcing him and his family to leave India. “Without work or income, my family has been pushed out of India without explanation,” he told reporters.
The event is part of a larger trend of tightening restrictions on foreign journalists in India. Vanessa Dougnac, a French journalist who had been working in India for almost 20 years, fled the country earlier this year after officials threatened her with expulsion for “malicious and critical” reporting.
After 23 years of working as a journalist in India, Dougnac was allegedly asked to leave on February 16. According to an Outlook report, she was also married to an Indian man and had a son.

- Transparency and Accountability: The lack of transparency in the permit renewal process raises concerns. Without clear guidelines or explanations, journalists are left in uncertainty, affecting their ability to work freely.
- International Perception: Instances this French journalist, can harm India’s international reputation. Foreign journalists play a crucial role in reporting on the country, and their treatment reflects on India’s commitment to press freedom.
- Legal Safeguards: India’s Constitution guarantees freedom of the press, but incidents like this French Journalist, case highlight the need for stronger legal safeguards. Advocacy groups and legal experts may push for reforms.
- Balancing Security and Freedom: While national security is essential, it must be balanced with press freedom. Striking this balance is crucial to maintaining a healthy democracy.
International organizations play a crucial role in supporting journalists facing challenges like Sébastien Farcis:
-
- Advocacy and Awareness: Organizations can raise awareness about press freedom issues in India through campaigns, reports, and public statements. They can advocate for transparent permit processes and highlight cases like French journalist Sebastien Farcis.
- Legal Assistance: Providing legal support to journalists can be vital. This includes connecting them with local lawyers, monitoring legal proceedings, and assisting with appeals.
- Monitoring and Reporting: Organizations can closely monitor incidents of press freedom violations and report them to relevant authorities and the international community. Transparency and documentation are essential.
- Diplomatic Pressure: Engaging with Indian authorities diplomatically can encourage them to uphold press freedom. International organizations can use their networks to exert pressure for fair treatment of journalists.
- Emergency Assistance: In urgent situations, providing emergency assistance—such as relocation support, medical aid, or counseling—can be lifesaving for journalists facing threats.
French journalist, Farcis’s situation underscores the importance of protecting journalists’ rights and ensuring a transparent process for media professionals in India.
