The Public Examinations (Prevention of Unfair Means) Bill, 2024, was introduced in Lok Sabha aimed to prevent the use of unfair means in job recruitment exams has been passed in Lok Sabha.
The Central Government has taken a tough decision to prevent irregularities in government recruitment and other competitive examinations.
Union Minister Jitendra Singh on Monday introduced a bill related to this, ‘The Public Examinations (Prevention of Unfair Means) Bill, 2024’ in the Lok Sabha.
The bill contains the provision that if there is a provision that if anyone makes irregularities in the examinations, he will have to pay 10 years of imprisonment and a fine of Rs 1 crore.
After this decision, many students were confused about cheating, on which Jitendra Singh clarified the situation on Tuesday and said that students and competitors will not be under the purview of the proposed law to stop cheating in examinations.
The new Bill envisages bringing greater transparency, fairness and credibility to the public examination systems in India, while acting against notorious elements.
The government today introduced a bill in Lok Sabha that seeks to do away with malpractices and irregularities in competitive examinations, with provisions for a maximum jail term of 10 years and a fine up to ₹1 crore.
Need to introduce the bill
The decision to impose strict punishment on cheating has been introduced after many instances were found where question paper leaks and organised cheating have adversely affected a large number of students.
In many other instances, organised groups and mafia elements deploy solver gangs, indulge in impersonation methods and in paper leaks.
Relief to students appearing for competitive exams
Union Minister Jitendra Singh said during the discussion on ‘The Public Examinations (Prevention of Unfair Means) Bill 2024 in the Lok Sabha on Tuesday that students and competitors will not be under the ambit of the proposed law to prevent cheating in examinations.
Union Minister of State for Personnel Jitendra Singh said that we have not kept the student or candidate under the ambit of this law.
If involved in paper leak, Will get full punishment
Union Minister Jitendra Singh said that those involved in any kind of irregularities related to examinations will now face strict punishment, which includes a maximum imprisonment of 10 years and a fine of up to Rs 1 crore.
At the same time, if the institute or the agency conducting the examination is found to be involved in examination related irregularities including paper leak and copying, then the entire cost of that examination will be recovered from it. Besides, his property can also be confiscated.
Looked closely at the irregularities in PhD
Former Mumbai Police Commissioner and BJP MP from Baghpat, Uttar Pradesh, Satyapal Singh said that when he was the Human Resource Development Minister, he had seen the irregularities in the PhD from close quarters.
People got their PhD theses written by others, journals were not written by the candidates themselves.
Thousands of teacher training institutes existed on paper and we worked to close such institutes. Generations are ruined because of this kind of institution.

Students welcome this decision
After the introduction of this bill in the Lok Sabha, there is a wave of happiness among the students preparing for competitive examinations.
On one hand, students spend their entire student life in passing a competitive examination, study day and night, they study by staying away from home, away from their city, away from their loved ones, in an unknown place, and if due to some reason, If any scam or fraud is exposed before the results of the examination are declared, the examination is cancelled.If for some reason the exam paper is leaked in advance, the exam is also cancelled.
In such a situation, the students who are working hard day and night for that examination become victims of mental stress and then the investigation by the government administration also takes time.
So many students were worried about this, but in such a situation, this bill is definitely a good step for those students for their future, and especially for their hard work.
