Vladimir Putin, the president of Russia, has executed a major reshuffle of his Cabinet, replacing long-standing Defence Minister Sergei Shoigu, signalling a strategic change in Russia’s defence policy. The decision comes as Putin starts his fifth term in office, following an inauguration ceremony in the Kremlin.

The resignation of the entire Russian Cabinet is a customary procedure following Putin’s inauguration. While many Cabinet members were expected to retain their posts, Shoigu’s fate was uncertain.
Vladimir Putin’s Decree
Putin’s decree, signed on Sunday, appointed Shoigu to the coveted role of Secretary of Russia’s Security Council, making him a key advisor to the president on matters of national security. This strategic manoeuvre aims to maintain Shoigu’s influence within the Kremlin’s inner circle, albeit in a different role and capacity.
Putin has proposed Andrei Belousov to assume the mantle of Russia’s Defence Minister. Belousov is an economist and former Deputy Prime Minister.
Reasons Behind Reshuffle
The reshuffle within Russia’s defence establishment comes amidst criticism of Shoigu’s handling of the conflict in Ukraine and allegations of corruption within the defence ministry. While Shoigu’s tenure has been marked by his close personal ties with Putin and his pivotal role in shaping Russia’s military strategy, his departure can be understood as a revision of priorities within the Kremlin.
Escalating Violence
The timing of these events coincided with a tragic incident in Belgorod, a Russian border city, where a residential building collapsed following what Russian authorities allege was Ukrainian shelling. The incident claimed the lives of at least thirteen people and injured twenty others.
Against the backdrop of increasing violence in Ukraine’s northeast, the town of Vovchansk has become a focal point in the conflict. Russian forces, advancing from multiple directions, have subjected the town to relentless bombardment, giving way to mass evacuations.
The conflict has intensified manyfold, with thousands of civilians fleeing their homes amidst relentless shelling and offensives. The Kharkiv region, once a stronghold of resistance against Russia, now finds itself on the front lines of the protracted conflict.
